India’s investments in agricultural research, extension, and irrigation have made it one of the largest publicly funded systems in the world. But some policymakers who perceive that the benefits to research may be declining are advocating a cut back on public spending on research. This research report, which examines the effects of research and development on productivity in India, finds that India is still benefiting from these investments. The main sources of agricultural productivity growth in India during 1956–87 were public agricultural research and extension; expansion of irrigated area and rural infrastructure and improvement in human capital were also important contributors. AGRICULTURAL RESEARCH AND URBAN POVERTY IN INDIA AgEcon

Using a similar analytical approach to a study in China, this paper analyzes the impact of agricultural research on urban poverty reduction in India. State level data from 1970 to 1995 were used in the empirical analysis. It is found that in addition to its large impact on rural poverty reduction, agricultural research investments have also played a major role in the reduction of urban poverty. Agricultural research investments increase agricultural production, and increased production in turn lowers food prices. The urban poor often benefit proportionately more than the non-poor since they spend 50-80% of their income on food. The United States has developed a very successful R&D system for agriculture. It is a system with shared cost/financing and performance by the federal and state governments and by the private sector. The paper presents an economic analysis of alternative organization, management, incentive, and funding mechanisms for agricultural research under budget constraints, including some emphasis on the kinds of benefits that are generated and the groups that receive them. We conclude that the private sector should be permitted to carry out research that it finds profitable to undertake with minimal competition from the public sector. Agricultural Research Impact Assessment: The Case of Maize Technology Adoption in Southern Mali AgEcon

Adoption of the improved maize package was particularly rapid during the period 1980-86 when an attractive guaranteed price was offered and extension activities were reinforced by a maize project that included the establishment of a seed multiplication program. Following cereal market price liberalization in 1986, maize prices fell and have been subject to considerable variability. Area has continued to expand, but farmers have greatly reduced fertilizer use, switched back to maize-late millet intercropping, and substituted early maturing varieties better suited to their own food security needs. This paper argues that the largely unrealized potential of agricultural science and technology (S&T) in promoting growth and poverty reduction in developing countries results from deeply rooted incompatibility among policy environments, institutional arrangements, and micro conditions and behavior in agricultural research and development (R&D). Achieving growth and poverty reduction based on greater agricultural productivity therefore means achieving greater compatibility among these three dimensions of agricultural innovation systems. This paper aims to provide an introductory overview over the socio-cultural context of Northern Vietnam to agricultural researchers.
